Russians to build new oil refinery
in Kaliningrad
Five Russian oil companies plan to build a new oil refinery in Kaliningrad district, just north of Poland, bringing more pressure on the domestic petrochemical firms. Georgij Boos, the governor of Kaliningrad put the plant?s refining capacity at between 12 and 18 million tons a year.
However, one Russian analyst says it?s unlikely the plant will come online before 2010.
